As of 7:00 this morning, the Otay Mesa voluntary evacuation has been lifted.
Also, Del Mar Heights and Carmel Valley can be re-populated. This encompasses the following grid: south of the city limits, west of Rancho Santa Fe Farms, east of Interstate 5, north of Highway 56.

Does this mean Rancho Penasquitos can go back?
Is the Spring Valley evacuation order lifted as well? We live near Pointe Parkway in Highlands Ranch.
